As with just about anything in this big, old, funny world of ours there are a few ways to do anything. In this case, here's how I'd go at it.
1]. Make a rectangular selection of the area that you want to distort.
2.] Promote the selection to a layer - New Layer via Copy - Cmd+J (Ctrl+J on PC)
3.] Leave the selection active and create a new layer. Fill it with white, put a 1px white Stroke layer style on it. Now turn the the interior opacity (Fill) down to 40 or 50%.
4.] Again leave the selection active and go to back to the layer created in step 2. Do a Gaussian blur or 4 to 5.
Should get something resembling this.
