I need help editing an image. could any one tell me how to turn a regular colored picture to a picture that looks like it has been drawn with a pencil.

depends, for extreme detail you'll want to use the pen tool as in it is used here:

I actually combined some methods to make my own, but you have to see what you like best, play around with it.
