I was wondering if anyone was able to help me.. I want to make something similar to this .. Ive seen the actual picture used and this looks amazing .. but im not sure what to search for when trying to find the tut.. Im not asking for someone to explain the creation process, just to tell me what the technique(s) is .. any help would be great .. thank you guys in advance

Well the front image looks like either threshold or one of the filters (possibly lith) the background image just looks something similar with a lowered opacity, and then the green background is a gradient.
heres a quick one I just made (it's a bit rough) I used threshold on my son, the same image at 15% opacity over a gradient background, and I think the layer blend mode was liner light (scroll through them till you find the right one) it'll give you the idea how it done, I didn't bother with the pink bit but thats the same idea with the black changed to pink.
Yous just has a few more layers at different colours and opacitys Wayne

waynes idea looks to work great, but if you want the super-smooth edges like in your example, you may want to use the cut-out filter after that.
