Grab the rectangular marquee and drag out the stripes you want. You can also use the single column or single row marquee, which are on fly-outs from the ractangular marquee tool.
When you've selected your stripes, the selection wil probably overlap the white background and the grey dotted lines. Select the magic wand, and turn the tolerance down very low. Deselect the checkbox that says contiguos. if you hold down ctrl or alt, not surwe whcih, the tool will subtract from the current selection, so anyhting you click on will become deselected. You'll know when it's in the right mode because a little minus sign appears on your cursor. now click on the white, and click on the grey, and it will be deselected. Select the colour you want to fill with as your foreground colour, and press alt-backspace on the keyboard.
I hope yo're not on a mac, because then these keyboard commands will be diferent.
