Hi all,
I have photoshop cs2. i understand that working in RGB you cannot work with 32bit, Is this right? Is it only for CMYK? Also when I open up my images they are always at 8bit. but i need them to default to 16bit for more tonal information? If I do open them up at 16 bit then reduce them to 8bit will i lose image quality as my goal is best quality, not bothered about the image size.

That's 8-bit per channel.
So your RGBs are 24-bit images.
