Try clearing your clipboard. Not sure how to do it in 7, but in 6, it's Edit>Purge>then make a choice. Might just want to click on "All" and try that. After you clear (purge) your clipboard, shut down PS, then restart your computer. This should ensure that the temp file (temp scratch disc?) that PS creates is deleted and it'll make a new one the next time you start it.
