Hi

I need to take a photo and round the edges with a solid background outside the curves. I'd also like to put a think black border around the photo.

Could someone please point me in the direction of a tutorial or let me know how it's done

for the rounded edges you could use the rounded rectangle tool (U)
set the radius too about 60 px,
then left click and choose make selection, then ctrl+shift+ i and press delete!
Make sure you select the layer with the picture on it!
if you want a stroke around the image you can choose stroke in the layer styles options!

for the solid background, just put a layer under your picture layer and fill it with any colour.
