you want it abstract looking, and cool? or just corrected to fix the blur and odd color?

The photo was made with a flash mode using a slower shutter speed. This technique produces a certain visual effect. To “fix” it would be subjective, to say the least, without a description from you describing in detail what you want corrected. Even then…

i could correct the color and some of the brightnesss but nothing wil happen to the blurriness... idk if anyone can but i know i cant

Without going insane you could lower the saturation a little and unsharpen.
Not much but it is a begining.
