Not directly as far as I know, but there's a workaround for anything. I don't know about the brushes, but the colours can be arranged.
make a layer and paint on it in white. Then make a new fil layer, and group these two layers (with the fill layer on top, ctrl-click the line that dicied the two. Now whatever you paint on that laye wil be given the colour of the fill layer. You could do that as many times as youi want. You'll never have to change brush colour, and when you're all done, you can still easily change the colour of a whole layer of brush strokes.
