I am learning photoshop through the Classroom in a book book. The only problem with it is that they ask you to save your work... if you do, then you can't go back and go through it again if you forget... anyhow.....

I can't get the *&%&%$ blur tool to work to save my posterior. I have the correct layer selected, I've selected NORMAL and I have played with the percentage at the top. I thought I'd go back through Lesson 8 which talks about the blur tool, but I "saved my work" which means the layers are gone.

What am I doing wrong with the blur tool???

Make sure you are on the right layer, and nothing is selected in the file.
Blur tool is much more apparent on low-res files. Hard to see effect on high-res file using Blur Tool.
And, because of lack of fine control, preview and lack of edibility with Blur Tool, better methods to blur are available to you.

Thanks for your advice. Would you suggest that I use the smudge tool instead? What other options would you suggest?

Depends on what you want.
I only use the Blur Tool for quick and dirty work on low-res (web) photos. Better would be to use Gaussian Blur filter. You can adjust blur radius and you see a preview of the results. To use Gaussian Blur selectively, you can dup your layer, blur it, then use a layer mask to add or subtract blur. You can also blur a layer, then use the History Brush Tool to bring back original sharpness.
Or you can simply select an area and apply Gaussian Blur.
