The eraser is probably the easiest way..you could try the Dust & Scratches filter..Set both Radius and threshold to zero then move the increase the radius until the junk is gone, then increase the threshold until the junk starts to come back...it will take the garbage off.
I'm not sure but the median filter under noise also might help..set to 1

Learn about the curves tool (to extract the image (signture)), Channels tool (for saving) AND the pen tool for manlipulating the image (signature). ALSO scan your image at a high quailty (300 dpi) to get rid of the "dots" around the image (Signature). This method works wonders!
