Hi everyone.
I have a question that I'm sure is pretty common, but I've been researching this and playing with it for a few weeks now, and nothing is coming up the way I want it. I've even asked my PS teacher for help, and he wasn't able to!
Basically I'm looking to acheieve this same style lighting effect.
I know how to do this over a black background, using blending modes, lighting flares / effects etc...but I cannot get this "GLOW" and realistic looking bright light effect without a black background.
can anyone steer me to some useful tutorials, or can offer any tips?

It looks to me like they simply filled a smooth white curve line then placed different size specs around it blured the layer then ran a dark yellow Outer glow layer style.
Duplicated the layer in screen mode..
I'll give it a try later.

Here it is...pretty close, then added some white specs after the fact without the glow..I know there is a plugin that does this kind of lighting...http://www.autofx.com/mystical_lighting/fairy_dust.html

Yeah I did try to make some round glowing balls using a soft round brush, and then blurring & editing the blending modes but it still didn't get that realistic very bright "glow" that's acheived above.
I really appreciate your help !! If you are able to replicate this please, let me know the waaayysss!!

Quick question, what did you use to make the big piece ? I used the pen took but it seemed to be a little to edgy. Maybe I just didn't blurr it enough though.

I also used the pen tool with a semi-soft brushl.. i didn't blur that much so maybe the dif. is in the original softness of the brush.. firmed up the brush for the dots..
The dup. screen really makes it light up... If you had it on the dark yellow back ground like the have it, it would look even better.
