It's suggesting you set your Photoshop scratch file to a different hard drive, it will make PS run faster (and put a bit less strain on your main drive) this is fine if you have two hard drives, if you only have one ignore it.
Don't use partitions on one drive, this is not recomended, and I'm told it can cause problems with the drive.
If you only have the one drive leave it at the default startup setting, if you have two set it the same as my pic, the first sctatch disk to your second disk (either D or E) and the second scratch disk to your primary drive (usualy C)
You can find the settings under edit/preferences/plugins and scratch disks
