I want to create an effect wherein I have a pic with a drop of water, and I want to create a effect where the sun is hitting the water and gives of a shine. its hard to explain but any expert will probly understand |

Have you tried the lighting effects or lens flare filter in PS?
Or duplicating the layer and add a slight blur, change the layer mode to screen mask out everthing except the brighter white area..
Draw in a little sun glare with dodge tool.
Just ideas..
