How come the same size is not always the same size?

At least for printing. Take for instance, last week, I resized two images down to 200x200 pixels at 72 dpi, and when I go to print them, one comes bigger than the other. What gives?

Also, to get a somehow big image (from printer), 9"x12", what resolution would I set from Photoshop?

I bet they are not both the same size. Go Image>Image Size and check. A 200 px X 200 px at 72 ppi should print out exactly 2.778 inches square.

200-300 ppi should be ok for a 9" X 12" print.
