This cartoon was made from a real picture by someone i know. Does anyone know how I can get this effect or something similar?

That clean... I'd think it was a vector drawing made in illustrator.
If it's done in PS, I would have to say they drew over the picture with a hard brush (freehand) and the the pen tool...

Yeah, I was kinda thinking they used vectors also, but the picture looks much more clean then most vector tuts i've seen...thx for the reply

This could definitely be vector work. In fact, I can't imagine any reason for it not to be.

What do you mean by "cleaner"? Good vector work is very clean by nature--all hard edges, sometimes with a few gradients thrown in. The trick is to do all the outlining by hand. Automated processes look--well, automated.

If this was done in Photoshop, you'd use Fill Layers with Clipping Paths to lay out the shapes. Layer styles like Gradient Fill and Stroke can produce shading and outlines. The resulting artwork is completely scalable, without loss of quality.

looks to me like it was done with ADOBE STREAMLINE.

Could have been, but i think with Datamesiters great tutorial on vector artwork just out, that should be benig followed with great attention
