This cartoon was made from a real picture by someone i know. Does anyone know how I can get this effect or something similar?

That clean... I'd think it was a vector drawing made in illustrator.
If it's done in PS, I would have to say they drew over the picture with a hard brush (freehand) and the the pen tool...

Yeah, I was kinda thinking they used vectors also, but the picture looks much more clean then most vector tuts i've seen...thx for the reply |

This could definitely be vector work. In fact, I can't imagine any reason for it not to be.
What do you mean by "cleaner"? Good vector work is very clean by nature--all hard edges, sometimes with a few gradients thrown in. The trick is to do all the outlining by hand. Automated processes look--well, automated.
If this was done in Photoshop, you'd use Fill Layers with Clipping Paths to lay out the shapes. Layer styles like Gradient Fill and Stroke can produce shading and outlines.
