I want to create a simlar "rough faded" image, as this surfer on the site below. I have tried allsorts of filters but cant get the right look.

Can anyone steer me in the right direction as to how to created this look.

My first guess would be Image > adjustment > threshold.

or the notepaper filter

or simply grabbing a B/W picture and save it as a "save for web" gif with only two colors..
