Hmm, never tried it, i think it might be quite easy though, you could try taking an image of a person, and pressing ctrl and u for hue saturation, check the colourie box, and find a deepish bluey colour,then, make a new document, 3x3 and transparent, paint a black line across this transparent canvas, along the top half, so the top half is black, and the bottom is transparent, cthen go to edit > define pattern, name it scalines or whaetever you want, then, go back to your person image, and on the layer you just turned blue, use the polygonal lasoo tool to go around your person, when youve completely selected the person, press ctrl shift and i (invert selection) and press delete, you should now be left with only your person, now, right click the layer of your image with the person on it, and go to blending options, then go to pattern overlay, and select your pattern "scanlines", change the scale so that the lines are abit bigger, and are quite thick, and change the opacity of the lines to about 80%, then click ok, your person should now have lines across him/her now, with the layer with the person on selected, press ctrl + j (duplicate layer) to duplicate the layer with the person on, then, go to filter>blur>motion blur, set the angle to 0, and the distance to between 20 and 50, find something that looks right, and your done, this is what i came up with:
note, mine doesnt look good, cos i rushed the cutting out of the person, the longer you spend with the polygonal lasoo tool, the better it will look
