There are a million tutorials on how to do this. The easiest way I know to make the button glow is to make a circle selection on a blank layer above the image, and add a white to transparent gradation from top to bottom. Then simply grab the move tool and top down both the left and right side handles in. (see attached)

Just creat a new layer on top of soemthign yoiud like to make glassy, and then ctrl and click the object youd like to make glassy ( on the original layer) and then on your new layer, select the elliptical marquee tool, and, whilst holding ctrl, select about half of the image, and let go of your mouse, then fill your selection with white, and lower the opacity of the layer down to between 8%-15%

I've seen that done in a vector program called Xara

you can also use select modify contract and layer mask to cut it. Then gaussian blur could also help to make it more glassy.. Everything is up to you..

Ah, ive never thought of using the guassian blur, i bet that would work wonders for glassy images, nice tip!
