I think voodoo means gothic eye liner or eye shadow
I think this might help...
Zoom in to about 1000% - 2000% so its all big and pixalated on the eye area and select the lasso tool (I'd reccomend the polyagonal tool though) and go around the area you desire. After selecting the area of one eye and go to Image> Adjustments> Hue/Saturation and just tweek with the brightness and colour depth...
That, or you can try it nice a simple zoom so the eye(s) fill the screen and make a new transparent layer (work on this). Select the paint brush and go to the brushes tab on the right of the toolbar and select a feathered brush and just tweek with the settings... then just slowly go around the eye, when you have done, choose the mode for the photo or if you want just keep it normal...
If the eye shadow/liner is to heavy then adjust it with the opacity...
Im not sure this will work out but i hope it does

Or you cojld just zoom in, and select a soft edged brush, and lower the opactiy of the brush to about 20% and brush over the are you wnat, if its not dark enough, you can keep burshing until you get the desired effect _________________ www.jerseyhacker.co.uk

Also, If you need it to have flowing lines as in mascara, the Pen Tool could help...(pen tool and fill)
