A very very easy (not the best by a long shot) is to simply us the BLUR tool, right under the eraser. Click it and use a big brush at 100% strength.
And simply go around bluring everything but your daughter.
The longer you keep clicker down in one place the more blurred it will become.

If its to strong (most likely not) lower the strength...
Blur away.

A better way that takes a little PS know-how would be to duplicate the layer, blur the duplicated layer with the gaussian blur filter. Then quick mask (little gray box with a white circle) use a black brush to paint out your daughter (the mask will turn red) when you are done press Q to make the selection, go to Select / inverse, then press delete.
The original layer (clear) will show thru the blurred background..

Good luck,

Lasa

just to remove one more step, you could just select the person, invert the selection and gaussian blur. The difference will be that if you do it how lasa suggested, you will see a blurred copy of the person poking out behind them. It will look like a similar-coloured halo around them, which will make it look vary soft and cozy. If you do it without the duplicated layer, you will not, and the person will have a slightly harder-looking edge around them.
