Can anyone please tell me if there is a way to reverse the noise filter, after you have added it to a layer?

I'm assuming you've saved over it...if so I'm afraid your fresh out of luck.
If you haven't saved it then you could take steps back by Alt + Ctl + Z.
PS is set by default to allow for 20 undo's.
Also you could see in you history pallet to veiw the original image...

A good reason to work on a copy keeping the original untouched in the background or another file all together..

thanks for the tip--i ask because i've needed to apply that same noise filter to another part of the image, and wanted to start with the same base color. in the end i just clone stamped it.
