I would like to match this font. Does anyone recognize its name or can someone tell me how to duplicate it?

It looks to me like the phpBB logo font. That's a paid font called Triplex.

Thanks for the information. It is apparently the Triplex Font fom phpbb.com and others.

Since I do not want to purchase the font for only one application, how might I modify an existing font to look similar, i.e, achieve the color and the white outline

Well what i recommend, is getting the text in a similar looking font, and then rasterize the layer with the text on, then when the text is rasterized, ctrl + click the layer with the rasterized text on (which will select the text) and then apply a gradient of blue - lighter blue, and then deselect the text (ctrl + d) and right click the layer and go to blending options, when in blending options, first go to stroke and then select white and 2 px, then go to bevel and emboss, and select stroke emboss, and play around with that until it looks good, and then finally apply a drop shadow, hope that helped!

Thank you Jersey Hacker. I used Arial rounded MT at 36 pt. and followed your suggestion. The result was completely satisfactory.

Isn't there a gradient overlay in the layer styles, which would have been a bit easier and quicker? Not to mention that then you can copy the layer style and copy it onto all the text you want to look like that.
