Yeh, its good, pretty simple though, probably done with the click of a brush, not really advanced stuff, but simple, and nice, nice work Moi's lil sister!

it's done with the hard round brush and the soft round brush, and ofcours a lot of smudging!
but not with an eye brush!
You probably think that because of the hard edges that you see in the image, that's because she threw over some white color with the paint bucket afterwards! she's to lazy to click the new layer button 
btw, i have seen alot of brushes including eye brushes, but none of them look like this, This looks painted and not simply a real eye made into a brush!! |

Yes, there is alot of eye brushes, and thats not one, but i have a set of gun brushes somewhere which have a bullethole in them which looks like that
