The reason every layer you create is transparent, is because its supposed to be, think about it, if you are making a sig or something, and you want to creat something to add to it, if you created a new layer and it wasnt transparent, then it would hide the whole of the sig, except for the top layer, and you would have to erase the layer, i dont think anything can change the fact that every layer you create is transparent, but its not a problem, and nothing to worry about, but you say lately, does that mean that before when you created a new layer it wasnt transparent?

Thank goodness new layers don’t come up white!
A quick way to make a new layer white:
Make the new layer, then hit the D key (to reset foreground/background colors) then hit ctrl+backspace (Mac:cmd+delete) .

Well yeh, thats just filling the layer with white, but there isnt much point, think of a non-transparent layer, how annoying would that be?!
