When I'm working on a image with the clone stamp (cleaning up the background ) , I've noticed sometimes that I can't remove spots or lines because the background is locked. How do I unlock it? Or do I create another layer? Thanks

hold down ALT and double click the locked bottom layer, which then converts it to a normal layer

Also, I'd check the following: When you're using the clone tool, check up top (below your menu's) in the info bar that the box "use all layers" is checked. It sounds like that's the problem, that that box isn't checked.
