I am a beginer and in Photoshop I am trying to achieve this effect in photoshop where u color one part of a black and white image. view the attachment for an example. Thanx for any help

This depends on wether your starting with a clolour pic or a black and white pic. for a colour pic, the easiest way is probably to desaturate the whole image and use the history brush to paint the colour areas back in (the history brush just restores what was there before)
For a black and white original, I would create a new layer and using a brush paint on the colour you want, then set the layer blend mode to colour and ajust the opacity to suit the look your after (this requires a little more skill) Wayne
