Try Band in a Box
It will generate all sorts of music styles or you can key in your own music and create a band of your own design

Extensive knowledge of C++, Java and a myriad of other programming knowledge would be a good start. I presume writing a piece of music software is the same as any other in effect.
In truth though I can't honestly say.
