I want to outline a sig with a solid color as a border,I tried using the rec.marquee tool,made my are and then went to paint bucket and clicked it. The only problem was it had a gradient look to it,not solid. I am sure it is something stupid I am missing. Thanks

You could possibly have had a pattern fill applied, you can change this in the top toolbar.
the way that i would go about making a simple border like that would be to make a new layer and with that empty layer selected go to edit/stroke. cause this way you can adjust the pixel width slightly just in case it's not to your liking.
