Can I color certain areas on B/W photo in Photoshop 3.0

I recently bought Photoshop Elements 3.0. I would like to be able to colorize certain sections of a black and white photo. Does anyone know if that is possible with the 3.0 software.

not 100% sure about elements but definitely possible in Photoshop CS - Image>Adjustments>Hue/Saturation and check the Colorize box in the bottom right corner. (make sure you have changed the Mode > RGB) then you can select you paint brush or however you wanted to color it.
