Won't let me rasterize something help please...

I was using this tutorial to make symbols http://www.greycobra.com/tutorials.php?tutorial=view&id=42

and I came to the step where it told me to rasterize both layers and for some reason it won't let me. It isn't lit up as something I am able to do.

Could anyone please help?

Make sure you're right clicking on the layer text that says "shape 1".

Or try Layer -> Rasterize -> Shape
