Hi, I need a way to blurr the background only so that the person stands out more in the picture.
I have an example below.

the guy looks cut out to me. from what i can tell, the guy and the back round was seperated and then the backround layer was filter>distort>some kind of blured

If you don't want to cut him out, however, you can use the Blur Tool, though it will be hard, if not impossible, to avoid blurring the edges of the person. Cutting the man out is probably the best way.

you can always duplicate the background layer add a BLUR>LENS BLUR to the new duplicated layer then reduce the opacity and erase away the area of the photo that you want to keep with the eraser tool (the opacity of the eraser tool is key to getting this right) and also adjusting your brush sizes to suit. This is an easy way to do it. I have a video tutorial on my site about this too. Hope the description helps too.
