can someone tell me step by step how to do this or at least give me a link to someplace that can.

you can do that with the polygonal lasso tool! press shift and the lines you draw will be straight, or something like that!

to me it looks like some one mae that shape in the pollygon lasso tool, went to the bottom layer pressed ctrl+shift+i to select inverse and pressed delete. he then went toi= the backrounf layer, double clicked on the layer or sinle glick on the little F. then went to stroke and selected blue. i hope i helped a little
