IS SOMETHING LIKE THIS POSSIBLE TO DO IN PHOTOSHOP?

Yes of course, most things are possible in Photoshop :)

I would think Illustrator would be my tool of choice for the picture but I can toss a couple of ideas around for you to try in Photoshop.

The most obvious thing I can think of would be the 3D Extrude Filter on a coloured selection, repeat and repeat and then change a few of the angles of the extrusions, you can also flip and change the hue of the blocks/extrusions to save time.

You can of course always play around with the Extrude Filter too, it may be a little more trial and error but could yield a final pleasing effect with major tweaking.

The wires in the picture I would do with the Pen tool.
