With your banner as the background, open the image of the elf, then simply drag and drop the image of the elf into the banner. I’m not sure if you are going to want to blend or feather from there, but that’s how you get it into the banner.

Ok I have my background in one box and the elf in another so I try to drag it into the other one but it won't leave the other one to get into me background.

First convert the Elf image to RGB mode. Go Image>Mode>RGB Color.
Nice artwork. Do you make it? Is it copyrighted?
If someone else created it, and it is not royalty free art, you may want to look into getting permission before putting it on a banner.
