When I first open a RAW image file I see that it is set to 8 bit color and 240 dpi resolution. Is this the actual quality of the file or are these just the presets or defaults for the RAW image plug-in?

I would like to change the settings to 16 bit color and 300dpi but do not want to upsample.

I'm getting conflicting information out of some of the manuals on this. One says that doing this would not be upsampling, but rather just defining the starting parameters for the original RAW image file. It says that the 8 bit and 240 dpi are NOT what I'm looking at, only the suggested starting point for the image.

Any help is appreciated. Thanks.

Those are just defaults. In the PS Raw dialog the ppi setting is, at this point, kind of meaningless. It is just assigning a number for ppi. It does not change the total number of pixels. Changing the Size setting would do that.
For a high bit image, just change the Depth setting to 16 bits/ channel. The bit depth information is there in your raw file.
Keep in mind that your resolution actually lies in the total number of pixels captured, not in the ppi number.

Okay. I noticed that once I take the RAW image in and save it as a tiff, it shows as a 240dpi file. I think the image is listed at 2200 pixels wide or thereabouts.

So my follow up question is (and I think I know the answer) can I up the dpi to 300 in my RAW file or is the 240dpi showing all that's actually there because of the total number of pixels taken by the camera in RAW format?

You can change the ppi number ("dpi" refers to dots of ink on paper, not pixels) in the Adobe Camera Raw dialog, but that is NOT resampling. You will get a file made up of the same number of pixels no matter what numbers you enter in that box. It really does not make a difference.
Try a test: open up a Raw file at 72 ppi, and again, from the same Raw file at 600 ppi. The resulting pictures are the same file size and made up of the same number of pixels. The only difference is the size of the pixels.

Very good, but I still need to obtain 300dpi going in. I'm not sure where the Camera RAW dialog box is. At the bottom of the RAW converter window, I have the option of either 8 or 16 bit color depth, but the pixel size is locked in at 240. Is there any way to change this?
