how can i convert an image to look like this?? do you have any tutorials, or can u point me in the right direction. i love the effect but i have no idea how to do it

ok start with guy.. selected certain parts and made red, ctrl+u. then added many stars some big and some small. the stars might have been brushes but probly not. the black graphics he either made or found the bird on google, then added some drips with a brush. write ra himself with the pen tool, added graphic design in the text thingy. then just put a star. hoped that helped a little |

Aaz I don't know where you get the technique you described in your post from, but from my experience it looks more like a vector illo. That would more normally mean Illustrator or maybe at a stretch Illy and PS. In truth the eagle looks more raster than vector.
If you don't have Illustrator all vector and line drawings in PS begin with the Pen tool.
