i made it easier for you to understand what im on about
i got Layer 1 and background but when i click Layer 1 thats just the eye by itsself i cant get that to show up on the screen its still the same as the eye thats on now

Click the little eye before the layer with the background, now this layer will disappear. So your duplicate, the eye, will be visible on its own.

Just left click and hold on any layer that you want to duplicate, drag it down to the new layer palette and release. The new layer will show up above the old layer. ( tip: This method works with layer styles too.)
