I feel like I'm going insane trying to simply resize an image to the standard 2x2 inch Passport size. I've tried image size and everything else that you might reasonably suspect would lead you towards making an image a certain size, then copying it, and pasting multiple copies onto one printable sheet. Its deceptive, too, because you can't just enter the size values where it asks you on Image resize, because no matter how many times I set the height to 2 inches, it always comes out some other size when I print it.
If anyone has any tips, or has gone through this before, HELP!

OK, but WHY, when I make an image 2x2, and then drag it onto a New 6x4 Photoshop document, does it change size on the new document?

Well, looking back at the resolution settings was a good idea -- I've managed to get the photo to print the correct size. Of course, the layout is all confused now. The set of pics started printing halfway down and halfway to the right of what the print preview shows.
I've wasted about 10 prints now trying to get this to work. It just doesn't seem fair that what you see on a "print preview" has nothing to do with the way the pic will actually come out. And yes, the paper is in the tray the correct way, at least according to all the diagrams I can find . . .

Yep, selected center. I tried rotating the canvas 90 degrees, and re-aligned the pics, and they all actually came out, but each one is suddenly half an inch too short. Absolutely maddening. Resolution is 300 on the original and on the new document.

I finally got something usable by playing with custom paper size settings, and by changing the way I oriented the image, and so on. Whew, man that wasn't easy. The sad part is I'm not even sure how I did it . . .
Thanks for the tip on resolution, probably would never have made it otherwise.
