photoshop 7.0 creates new short cut templates

i've tried to remedy this myself...by trying to find an answer on google....everytime i use photoshop 7.0 it creates a new shortcut template....to get rid of it i go to tweak ui....templates...and delete it...but it keeps on coming back.....any way to prevent this from happening....or is this something that i have to do with the options in photoshop 7.0....(and if so...where if anyone should know about that program)....thanks in advance for any help or suggestions....
