What does it mean when someone says they want a vectorized format or a vector psd? What is vector?

Also, what should I save a vector as, since I guess jpg, bmp, etc rasterizes it.

vectorized format is when the different colourshapes are saved as mathematicak equations. this means that you can enlarge as much as you want without qualityloss. The program that is used for this is illustrator. Photoshop doesn't really support vectors all that much.
