I have tried following some tutorials on how to resize this photo with out making it more distorted than it already is. I failed! Ive already used levels to lighten it but i need much help with this important pic. please help thnx!

Take your pick of tutorials, but I say with what you have you are barking up the wrong tree.
There are plugins such as Genuine Fractals and the like (there are probably many others but I don't know them offhand).
There are many tutorials about UP-SCALING and the like, here's one Photoshop Upscaling

I used a software called Focus Magic to Increase it's size then I opened the resulting image inPhotoshop and increased brightness |
