Solution here:

Had same problem, read all posts and try all, nothing worked but
I realize that in Uninstaller the name was Adobe Photoshop CS5 where in folder the .exe file was called Photoshop.exe , so I have change Photoshop.exe to Adobe Photoshop CS5.exe and it worked straight away.

Regarding your solution with the issues of "Open With" failing to work.....you hit it right on the proverbial head. YOUR FIX IS PERFECT AND I AM BACK IN BUSINESS ONCE MORE.....THANK YOU THANK YOU........ LOL
