It almost has a color bleached effect. You might try using layers to do this.
start by going under layers. choose "new fill layer". in the side-out menu choose "color."
A dialogue box will come up. In the "Mode" section, choose "color." Then select a color from the color picker. For this effect, I would start off with white. You'll notice now that your image looks black and white.
If your layers palette isn't visible, go to window > layers. Click on the layer, and from the "fill" menu at the top, adjust it to however you like. Then do the same with the "opacity" menu.
Finally, you can do the same with more and more colors.
Also, if you don't want an overall color effect, you can erase out portions of each color layer. For example, if you add yellow, but you don't want the face to look so yellow, you can erase the yellow from the face only and so on.

i think what you should do beside the steps described above, is the merge all the layers into a new one (shift+ctrl+alt+E), filter it with stylize/glowing edges and put the layer in screen mode.
that should give it this all most painting kind of look |

They look like a fairly routine pseudo HDR effects with localised D&B.
