I am totally new and stumped. Got all my books out and can't find this.
I have two photos. I want photo two to be a layer on photo one so I presume that photo one is the background.

When I click on photo two IT becomes the background and when I click on photo one, IT becomes the background. How do you make one the background and the other a layer??

Sorry for this simple question. My "Classroom in a book" seems to have all the layers in place and even in their section on new layers... the image they want to work with is already a layer. They don't seem to cover a way to make new layers...

Any help would be so appreciated. Confused

I think you have the photos open in 2 seperate images, try selecting the move tool, (V) and then opening both of the imagesm then, drag the second image (the one you want on the top layer) onto the first image (the background layer) that should then leave you with your second image on top of the first image in a seperate layer. If your second image is bigger or smaller than your first image, press CTRL + T (free transform) to resize the image until they both fit.
