Welcome to the forum.
Could be many things.
Have you checked the tool’s option bar? Check opacity and mode settings.
You could try trashing PS preferences- Kind of a shotgun approach: hold down shift+alt ctrl (shift+opt+cmd on macs) while launching Photoshop. You’ll be prompted to delete preference settings.

If you still have a problem, post back with more specifics (what file type, version of PS, what you have tried to fix it, etc.) And maybe a screen shot showing your file, tool palette and option bar.

When you say they are not working, what exactly do you mean? do you mean nothing happens at all, or do you mean they are not working properly? As Chad land has said check the options look the same as in my photo (opacity, flow and brush) and also check it's a normal round brush (not something fancy). Then check your on the background layer, in case your trying to erase a blank layer.

If this doesnt help can you post a screencap or more information? Wayne

You have layer 2 selected, and it's a black box. Your airbrush is set to black. You can't see black on black (or any like color on another like color). Try changing your brush color to white, then doodle on the black square. For using the clone tool on multiple layers, make sure that you have "use all layers" checked (is that option in CS? It is in 6). Let us know if that helps you. If you're using the eraser tool, make sure that you erase the layer that you've got selected. You might also have to swap your colors (press "x").

Sorry, could you show them together; the layer palette you posted doesn't look like it is from the previous screen shot.

[edit]
Steve, that's what I thought, but his layers palette doesn't show that.

But cettainly try what Steve suggested. Hit the D key.

Well... you could try resetting your Brush Palette to default.
