How do i get the tail lights streaked like in this pic
i have tried various methods but none come out as good
any suggestions?

What I would do is use a soft round brush in red and draw the kind of red light you want..Maybe lower the opacity to get the bottom line mor transparent, then up the opacity and follow that first red line just inside it making sure to blend..
The use white with a little softness, and draw it ..Use the smudge tool to drag it out at the end..
This is more a digital painting way of doing it..But it will work..

I'd say follow Grannygeek's advice and draw your red line, lower the opacity and then add either an outside stroke ( or an outer glow ) in white on low opacity to get the flare effect.
If you make one and duplicate it, reposition it and lower the opacity of the one furthest away they will correspond and the motor won't look as if it is going over a dodgy speedhump.

Notice the many different color variations in the red streaks. This means your going to have to duplicate the layers a bunch of times to get the desired effect.
After duplicating the layers and making it how you like, you can also change the blending mode for each layer to overlay. Then you can gaussian blur (filter>blur>gaussian blur) (5-10px) the layers you are changing the blending mode so the edges aren't rough then erasing everything but the red streaks. Remember, you have to have the layer you changed the blending mode on the top so that your not actually erasing the image, you will just be erasing the overlay part of the layer. That way the red streaks will have a glowing effect.
I found that the previous posters on this topic are also right. Just combine all of these and you should get a pretty cool effect.
Update me on this when you do it if you can.
