Hi,
I am tryinga nd trying but have no succes doing this effect.
can anyone tell me a tutorial, is this a filter, plug in?? how can i do it?

hmm it seems possible, just expiriment with filters, to me it looks like patchwork and some stained glass and something else maybe, I ould be completely wrong tho

Simple-
Filter>Render>Clouds (Be sure you have 2 colors you want)
Filter>Sketch>Halftone Pattern>Size:2/ Contrast:5/ Type: Dot
Repeat Halftone Pattern as above
Now you may add brushes and whatnot
