does any 1 know how to add a hyperlink i na part of the image for example: put join now and when people click in that part it takes them to a page like a forum or something.

Alternatively you would need to separate the image that you are planning to use as the link from the rest of your image. As an entity unto itself you could then use the code:
<a href="www.yourlink.com">
<img src="yourimage.jpg"/>
</a>

When using Slices and "Save for Web", you can tell Photoshop to use an entire slice as a link.
1. Switch to the "Slice Select Tool (K)"
2. Double click on the slice that want to turn into a link
