How to use wind filter on transparent layers?

I am creating some text that I want to use the Wind filter on. Only problem is that the wind filter doesn't work well unless there is some kinda background under the text. For example lets say I have two layers that I am working with.

LAYER 0 - MY TEXT
BACKGROUND - Filled with BLACK

Now if I try applying the wind filter to layer 0, it doesn't have much effect. So I then have to merge the two layers together. Once I do that then the wind filter works perfect. But now this is where my problem is. I want the text layer to be transparent without the black background. How can I go about doing this? Is there a way I could use some kinda color overlay or something else?
